Our Company

A Texas corporation, chartered July 6, 1996 and founded by its president and sole owner William E. Rice. Mr. Rice has nearly 50 years of experience including education, having spent over 22 years as construction analyst for the U. S. Department of Housing and Urban Development. The present business has evolved from growth from apprentice electrician, engineering aid with the federal government, subcontractor, general contractor, home builder, federal government (GS2-GS12) career, teaching career to the present.

Commitment

We provide quality services to all clients, one of our significant single family specialties is consumer complaints. As with all clients we strive to provide the service according to the scope of work requested. Our most significant multifamily specialty is U.S. Department Program Participant Architectural, Engineering and Cost Processing.

Resources

We have one of the most comprehensive inspector technical libraries of any of our competitors. We are subscribers to many trade magazines to keep us up-to-date. We teach and maintain state-of-the-art continuing education for all of our staff, and are privileged to have taught many inspectors who are now in business as our competitors.

Our Pledge

In our compliance inspections we allow no flexibility from the accepted industry practices. In our litigation cases we are prepared to justify each decision, opinion and interpretation to withstand court scrutiny. We allow the client to make their own decisions. Our “advice” is in the form of “recommendation”. Our technical decisions and opinions are based on what term Regulations, Ordinance, Manufacturers Instruction, Journeyman level of workmanship and common sense.
